Following completion of Chapter 8, students should be able to:

  9. Plan for financial stability.
  10. Keep accurate records of costs and sources of revenues.
  11. Prepare a contingency plan for emergencies.
  12. Prepare a plan to strengthen the security of their utility's facilities.

The main purpose of this chapter is to teach operators how to determine the revenue needs for their utility, to develop a fair rate structure that generates sufficient revenue, and to plan for emergencies.
