This manual is designed to assist collection system agencies
in evaluating the adequacy and effectiveness of their O & M
programs and identify areas where improvements could be made.
- Detailed system and operations data from 13 high-performing
collection system agencies. This information can be used as
benchmark data for developing performance indicators and making
performance comparisons between agencies. The data presented
relate to sewer maintenance, pump station and force main
maintenance, emergency response, planning and scheduling and work
order control, level of service provided to users, control of
