OWP research staff have provided assistance with assessing the feasibility of various aspects of stormwater programs, including management practices and BMP implementation. Many studies have included cost-benefit analysis.

Experience
Caltrans Up-Flow Media Filters Reconnaissance Study
This study included conducting a literature review to identify information regarding the design and performance of up-flow media filters for treating stormwater runoff. Potential benefits of up-flow filtration include a reduced footprint requirement and reduced clogging (and thus less maintenance). The information was used to develop design concepts and assess their feasibility for use in various Caltrans environments.

California SWRCB NPDES Cost Survey
The Cost Survey was funded by the California State Water Resources Control Board to survey NPDES compliance costs of six municipalities with exemplary programs. The cost survey categorized costs as new costs (due solely to the NPDES permit requirements), enhanced costs (caused by permit requirements that enhanced existing programs), and costs that existed prior to the permit. The survey also categorized costs into the major stormwater program elements. Costs were normalized by number of households.
