23. Administration Objectives
Following completion of Chapter 23, students should be able to:
- Identify the functions of a manager.
- Describe the benefits of short-term, long-term, and emergency planning.

- Read and construct an organizational chart identifying lines of authority and responsibility.
- Write a job description for a specific position within the utility.

- Conduct employee evaluations.
- Describe the steps necessary to provide equal and fair treatment to all employees.
- Prepare a written or oral report on the utility's operations.
- Communicate effectively within the organization, with media representatives, and with the community.
- Describe the financial strength of their utility.
- Calculate their utility's operating ratio, coverage ratio, and simple payback.
- Prepare a contingency plan for emergencies.
- Prepare a plan to strengthen the security of their utility's facilities.
- Set up a safety program for their utility.
- Collect, organize, file, retrieve, use, and dispose of plant records.
- Describe the basic elements of water and energy conservation and associated best management practice (BMP) strategies.
